True. More or less. Sort of. It may however inhibit natural separation of infantile synechiae.

Whilst this is true in itself, I suspect persistence of infantile synechiae, perhaps "hardened" by some low-grade inflammation - from "Thrush" (Candida) for example, is as likely as anything more involved.
So I wouldn't think we need probe for STDs and such merely on account of this matter - any more so than if he did not have the adhesions. {:-)}
More to the point is to suggest where to go now, and I think that stretching is appropriate, which may result in parting of the adhesions, perhaps with some discomfort, or may simply result in them stretching so that things work even with the adhesions in place. If the fraenulum is tight, it would need to be stretched in any case.
There is a difference between parting of adhesions and tearing of skin. For a start, tearing of healthy skin requires a lot of force. But more importantly, when you put the adhesion "on the stretch", you see a line between one part of skin and another, and splitting occurs along that line. If you see that clearly, even if it hurts a little, then you would know what you were doing.
