Not to make too fine a point about thinning as such, but making the skin more stretchable might on the one hand weaken the adhesion and help them part - but it (steroid) may not penetrate very deeply and would thus be effective only at the parting edge of the adhesion at any given time.
On the other hand, it may tend to cause the skin to stretch more than the adhesion. But this is not a real disadvantage in any case, since it still works toward the goal of a mobile and retractile foreskin.

Indeed - if that is the suspicion, an anti-thrush antifungal such as Clotrimazole or Miconazole (etc. - imidazoles) should be used, but it can be used as well as the steroid.

I'm not sure he is actually saying that. Presumably he will explain, but perhaps it retracted before, but it was still stuck even at that stage.
