I agree, by the logic it should be easier, not "hinder".
I already posted here (in a response to AJ) that some brazilian docs. tried a new enzime (hyaluronidase) together with betametasone successfully for the treatment of phimosis (adhesions). Have you heard anything about this enzime?

To be honest, I just don't remember. But from what I can recall, my foreskin retracted even when erect and I believe it was a normal penis. But this was 10 years ago. Then it started to be dificult to retract. After that, for about 7 or 8 years I don't remember retracting my foreskin and this was the period when, I believe, the skin attached solidly to the glans.
