Nobody here is. It's also why you don't see me giving medical advice. However, if you have a problem with your foreskin you should seek the advice and help of a qualified medical professional and not an irresponsible unqualified armchair doctor. Especially if you are considering something dangerous and silly like shoving a filed-off bottle top down your foreskin.
