Masturbation and sex without a foreskin cannot compare with the intact version, and this holds whether the foreskin is original or restored. Having experienced all three possibilities, I am something of an authority.
A good friend of mine, having experienced the restored version in between two circumcision, complains now of missing the extra skin and needing gobs of lube. Oh, well, live and learn?

Genital mutilation makes for a smaller penis, in the amount of skin amputated.
Occasionally a wrong cut takes even more. Read the book about the boy who was raised as a girl, or about the young man in Vancouver who died a few weeks ago after his circumcision. It can't get much smaller than when it turns to dust.
