Well, I think you may be confused with paraphimosis, where the foreskin is a little tight, and leaving it retracted, particularly whilst the catheter is in place (which means, it is providing outward pressure from the inside against the foreskin from the outside) results in obstruction to the blood getting back from the glans and penis beyond the obstruction, resulting in varying degrees of oedema and very occasionally, necrosis.

This indicates the salient point regarding paraphimosis - it is associated with the sufferer being unable due to physical inability (coma, sedation, physical restraint) or mental incapacity (senility, retardation or infancy) to deal with the condition in the obvious manner.

And such would equally apply to any problems after hospital discharge - if the person is competent, he will sort it out.

Catheters in themselves are no absolute restriction. I well recall, many years ago, a fellow who due to some problem had to have an "indwelling" catheter but was otherwise able (happened to be the hospital receptionist!), telling me how he was able to masturbate and even have sex with the catheter in place.
