You're asking a lot of questions mate, but you aren't giving much in the way of facts to base answers on. Are you able to retract yourself at all, if so, how far? Can you retract yourself when soft and just not whilst you have a stiffie? Or maybe you just have a problem with a tight frenulum?
"Tools" as you say may not be appropriate in your case. You may, as Jim pointed out, be best served by using your hands for the first bit, to get progress started. Possibly a visit to your GP to get a prescription for Betamethazone Cream to help make the skin stretchier.
In short, give us a bit of help so we can suggest something to help you.
