...if you find you can have comfortable painless sex with phimosis then the chances are because of the lack of direct stimulation to the head itself, that you won't suffer with premature ejactulation. If anything it'd be like wearing a half-dozen condoms - you don't get the sensations that functional and circumcised foreskins/penis allow.
Will circumcision resolve premature ejaculation? Not really. Anti-circ fanatics will often suggest that circumcision is the cause of it, but on the other hand they also say that you can't have any sexual pleasure with a circumcision; so their message doesn't quite make sense in that respect.
