Worth trying indeed. As Jim has posted, it's the stretching - regularly - that is the key to it, the steroid is merely an adjunct, even the "right" one - Betamethasone or Triamcinolone - won't do a darn thing without regular and persistent stretching, so use what you have, do the stretching and report back, especially if things seem to slow down at some point or other. Not that there is some "special" trick that we're hiding at this point, you mostly need reassurance from time to time, but there may be a reminder of a particular way to stretch further.

We are keen for you to succeed, and in particular so you can then go back to the doctor (whether two weeks, or two months) and say "Look, it worked," (that will impress her as it sounds - by the "standard" threat of circumcision, inappropriate as you evidently realise it is - as if she did not really believe in the approach, but was just giving you something she felt "safe" to "keep you happy"!) "but I understand it might have been quicker with Betamethasone, and the ointment form".

Speaking of the doctor - did she actually examine you to verify or assess the problem? (She should have.)
