If your foreskin does not retract then the lack of sensation is comparable to someone tickling the palm of your hand while you are wearing a glove. So, in the sense of crappy dull sensation, it can be considered bad. It can also be painful too during intercourse, masturbation etc. As for girls being grossed out - that depends on the shallowness of the girl.
