Steroid therapy for tight foreskin in 23 year old?

Will steroid cream(s) work for me?

I am 23; my foreskin retracts when flaccid but not when fully erect (not without serious pain at least). I don't know if this is due to the phimotic ring, the frenulum or the 'skin bridge'.

Ideally I would like to retain my foreskin but have it loose enough so that I can fully retract it when fully erect without any pain or constriction.
That's why I want to try steroids if there is a chance they will work for me. Does anyone know for certain?

Otherwise I will need to look into what operation to have I guess...
