I had the frenulum removed a year or so back due to it's tightness and the pain it caused. I had it cauterized and didn't have stitches. I didn't clean the area as such, but rather had a bath and just soaked. Sure, it may not be a proper clean, but it's better than nothing.

As for erections - for me they were pretty much fine after the first week, but I didn't have stitches so that might be different for you.
