Rich, I don't know who gave you the idea that airing out the glans will make it less sensitive, but you can forget it. It is the touching of it by retraction of the foreskin on a regular basis which will eventually condition the glans to the point that you can touch it with your fingers.
My cousin complained of pain in his glans at the age of thirteen, but by the time he was sixteen or seventeen, he was bragging about his sexual conquests. Get it? It's going to take time. You presently have a thirteen year old's penis. When you have one of a sixteen or seventeen year old, you won't have a problem.
Cutting off the protective skin will magnify your problem and eliminate the possibility of escaping. Then what? If you think it hurts just momentarily touching the glans now, think about living with that sensation twenty-four hours a day for several weeks.
What is so important to you that you can't wait while your body goes through its natural maturation process? Are you telling us thoughts of sex are ruling your life? If that's the real situation, perhaps your penis is not the only thing that needs some maturing to do. Think about it.
