You can always pull the foreskin down so far toward the base that the frenulum pulls, but what's right is what works comfortably for you in real usage. Jim's guide is right - to paraphrase 'if it ain't broke, don't fix it' To answer your original question, comparison to others, I have never had foreskin/frenulum problems and my frenulum's about 1 - 1.5 cm. long (that's a rough estimate of course, since we may differ on measurement points).
