skin bridge??

Hey'
There is a kind of skin conncting the lower end of the pee hole to the outer skin....is this skin bridges? How bad is this condition? Does it have any serious implications on sex? the pee hole really feels funny when i touch it.....i can't see much of it i can just see part of the hole...had no problems during masturbation.does the ointment thing work for this condition??
