That isn't a skin bridge, it's your bridle, called the frenulum. Everyone is born with it. It helps your foreskin recover the glans, and it enhances sexual experiences. Most of the sensations you feel come from that area.
Are you saying that you can't retract your skin enough to see the meatus (peehole)? Is that the condition you are trying to describe? If you'll give a more complete description, we can help you do what is necessary to solve whatever problem you think you have.
