The condition you describe is not called phimosis. You just have an immature foreskin which needs some easy exercises to stretch it. If you would like some ideas on how to accomplish this, just ask.
There is no treatment or consultation necessary. Little kids do this on their own, so I'm sure if you can run a computer, you'll be able to figure it out.
