If you can get water into your foreskin for a rinse, then your cleanliness/smegma problems are taken care of - assuming you actually do it, eh? Your best bet is to simple solve your own phimosis by stretching the opening of the foreskin. There are lots of instructions on these pages, just look for the words stretching or phimosis or threads where Jake Booth has several entries (he has chronicled a very successful stretching program)
