Tear it most probably won't if you can already safely retract half way, and don't go rough with it.
My advice and I have seen several sources that agree with this, for example on a couple of pages in the Netherlands the other day, you should try to put safe tension on the tight ridged band of your foreskin. This means, get hold of it with your fingers, and pull it apart, open it. If it's wide enough, you may want to try inserting your two little fingers inside and gently pull that way. Make sure you don't pull too hard so as not to make things HURT. Slight, moderate or even higher amount of discomfort is okay. Keep doing this for several minutes (10 for example) a session and every day a couple of times, as long as adequate results show.
