A sane mentally-intact person takes reasonable care of his body. For a penis that involves washing with clean water and keeping it out of nasty places. Yes the original poster should be able to retract, which will be able to make both sex and cleaning easier, and for that he should work on stretching. But his immediate concern was how to clean under the foreskin until he can retract, and all that takes is rinsing. He can do it in the tub or shower, he can take a squirt bottle and gently irrigate as he would for his ears. Healthcare is primarily a self-help program - the specialists should be called in to provide guidance where needed and to assist where the situation is beyond self-help. You wouldn't hire a lawyer to handle a traffic ticket (unless you really got P.O.'s over it), even though that is a situation involving legalities; likewise you don't call in a doctor to clean the body parts you can easily and safely reach.
I haven't been on vacation since summer! What are you on?
