I suppose it possible that having an unretractable foreskin and never cleaning beneath might lead to problems, but not in my experience.
You have several choices:
1. Leave it the way it is and take your chances.2. Leave it the way it is and irrigate, as has been suggested.
3. Follow Jim's stretching suggestions at the site indicated and become fully retractable.
4. Grab a knife and remove the problem. With this method you're liable to gain a few more serious problems, though if you have an obsession for self-harm you might be one of the few who would enjoy the experience. But I wouldn't recommend this one, having tried it myself...to my everlasting regret.
