Sorry.You confuse 'normal,' which it is, particularly at this age, with 'typical,' which it is not as the large majority of intact 15 year olds can fully retract. There are many conditions which are not particularly common but are still normal - I can curl my tongue, most people cannot, it's normal, but not typical. What really counts is whether a condition is a problem, and our teen poster will get better use out of his foreskin and penis if he keeps the foreskin and works to make it fully mobile. There are simple exercises - prepuce Pilates - which will help him achieve that.
