We prefer the term "intact" - which means - complete, undamaged, not deficient. Circumcision is not something desirable or truly acceptable in a civilised society, and nor is it a useful medical procedure in very many cases.

Just a little point, but it really helps to approach a problem such as yours with a clear understanding.

As others have said, "normal" it is, in the sense of it is not "wrong" or "damaged". It is not "typical", that is, most boys do not have such a problem, but in puberty, different boys are at different stages of development and some will always be a little "behind".

Then you are already doing the right thing. By the way, please explain whether this is when you are flaccid (soft), or erect (hard)? In either case, what you need to do is pull it back as far as you can, just short of hurting, and do that as often as you can - each time you pee (in private) for a start, if only for a minute or so, and of course when you masturbate (You do, don't you?). You may not see a difference in a hurry, but - keep at it and it will adapt just as you want it to. That's what you most need to know - it will.
