frenum?

A fellow on another site was circumcised at birth. Now, when erect, his penis points "up" but his glans points "down". He suspects that the problem is a tight frenulum and wonders if he should have it cut. I don't know what to advise, as his frenum has obviously already been severed. Does anyone have suggestions to correct his downward pointing glans short of more cutting?
