Now whose fault might it be that progress is slowing down? Get busy and finish the job. Thus far it has been the stretching which has given you the results that you have already seen, not the cream.
The frenulum will also lengthen, so you will need to apply tension in such a manner that it is stretched. Be sure to keep the tension on it for several minutes each time. I suggest that you use the time when you pee to get in some extra stretch time. That way you'll be sure not to miss your exercise time.
Where the skin is attached to the glans, try pulling the two apart with your fingers. It is meant to separate, so applying tension as if you were trying to peel it off may help the process.
The comment about a hard and narrow part isn't making a lot of sense, since you have already stated that the skin retracts. What part do you mean?
Progress eventually hits a plateau, at which time it is necessary to maintain regular tensioning exercises in order not to lose ground. Time is needed for the skin to permanently expand, so you'll need patience during this time. It may seem that nothing is happening when the cells are busily multipying.
As a one personally experienced in the methods of skin expansion, I can tell you that your goal must be held firmly in mind while you are undertaking these exercises. It's no different from anyone's attempts at the gym.
