Betamethasone is dispensed only by prescription. The good news is that you don't need it. Since your typing looks pretty good, I assume that you have two good hands. That's what you use.
You stated that you can already retract when erect, so you are almost there. All it takes is a few short weeks of stretching exercises which will relax the ring of skin at the end. Since the skin can actually encompass the glan at its largest size, you will have no difficulty in grasping the end on either side, allowing you to pull the opening apart. Pull gently so as not to creat pain and hold it open for several minutes. If you do this while in the shower, the skin will be quite pliable and cooperative.
During the rest of the day, after peeing, pull the skin back and forth a few times to get it used to being retracted.
