Painful urination

I developed pinhole phimosis some ten years ago and until two weeks ago I had not experienced any discomfort. I now experience pain during urination at a flaccid state. One important note is that I was diagnosed with Type 2 diabetes four months ago. Anyone out there experience anything similar? Any suggestions?
