Circumcision and Premature Ejaculation

Hi!
I'm a 24 year old, uncircumcised guy. Recently I started to become sexually active and noticed that I have a problem with premature ejaculation. Looking online for information, I read all kind of medical webpages and in that process learned (sort of as a 'side result') that I have Phimosis. I never encountered any problems with masturbation before and also intercourse works well (apart from the PE problem). Nevertheless, I want to fix that Phimosis problem.
Here's my question: While I'm not completely opposed to having a circumscion, I definitely prefer to solve the problem by simple stretching exercises and some patience. However, I have read on several webpages that one of the disadvantages of circumcision is a loss of sensitivity. Well, in my case that could be an advantage and I'm wondering if a circumcision would solve the problem with Phimosis + the PE problem (of which the latter one is the one that is more annoying to me at the moment). Or is that kind of reasoning in some way flawed?
