Ordinarily, men who report that sensitivity is a problem for them tell us that it is the touching of it which bothers them. In fact, some of the more enthusiastic promoters of foreskin removal claim that having the glans covered, as you say yours is, would make the glans barely sensitive enough to achieve orgasm. That makes your situation most interesting. Am I interpreting your message correctly?
Premature ejaculation is normally caused by anxiety. Since you claim that you are new at sexual activities, it is most likely caused by the newness of the event and the anticipation of what is coming. Give it some time.
Meanwhile, to solve the situation of what you call phimosis, you are best advised to start stretching exercises. If you need some instruction on that, say so.
Now think about the sensitivity issue. If you are indeed super sensitive and you remove the protective covering, you'll be in agony. By solving the retraction challenge, you can take your sweet time in exposing the glans and tempering its reaction to touch.
