Hi John, don't worry a circumcision isn't neccessary. Whatever you get told though, I'd suggest you keep the appointment (the anti-circ posse will most likely try and talk you out keeping it). If you haven't done so already I'd suggest you check out the site that hosts this forum for information on frenulum breve. It also has information about the surgical aspects of resolving frenulum breve, here.
As someone who suffered with an extremely tight and painful frenulum I might be able to answer any questions that you may have about the surgery side of things. Feel free to e-mail any questions.
