Yes, it's a common situation that occurs in nearly 100% of all male humans. You see when you were born, the foreskin was actually affixed to the glans. It can remain as such for several years, or it may separate during the first few years of life. Each person is different.
Getting the skin to retract differs in everyone also. Some babies are born with foreskins that retract, while other guys don't have the capability until late teens.
You can widen the opening of the foreskin to allow retraction through simple and easy to do exercises. For directions, follow the link.
