this sounds muchly as if someone were defacing AJ. AJ had a circumcision, a loose1 one, with the addition that later the fraenulum was also removed by his own request.
1: loose circumcision is by definition a full removal of the ridged bands, though leaving a big amount of inner and outer foreskin. partial circumcision, again by definition and common sense, would be something that leaves part of the fraenal band in place. the classic jewish bris is something that only snips part of the fraenal band away.
