The fraenulum itself is not a nerve, but skin that covers 1) big amount of nerves 2) blood vessels. And with any operation on any sort of skin, you need to cut nerves and blood vessels. Current technology doesn't allow us to recover this type of damage.
A couple of pages back there was a post by a Dutch guy who showed his site. He had a doctor do something to his fraenulum (I don't remember much more), and he explains a couple of stuff on his website. The site is available both in English and in Dutch.
