Yes, certainly in my case. There was not any loss of sesitivity. In general it's even better because of the extra space of the foreskin. You can read warnings about this matter sometimes. Some cases may be different, especially on very tight fraenulums combined with other related problems. Ask your doctor.

Yes, it was not complicated and even not very necessary for medical reasons, but I didn't like the rather tight string, which pulled down the glans. It was tied up at one place near the corona. It's the same place where at present they can make piercings (not possible for me anymore, but not desirable either). I liked the new situation from the beginning. The glans is completely free now. Nowadays they seem to use little clips for the same pupose.
