Phymosis or something else?

I have read a few posts and I have the problem where I can't retract my foreskin back over the glans but It's not just because it's too tight a fit or whatever. The foreskin is physically fused onto the glans.

I was wondering if this is just phymosis or something else as I haven't seen anyone describe it like this.
