Foreskin Versatility

Hello again, please forgive my ignorance, but I just wanted to know, when masturbating or having sex, should the foreskin slide all the way down the shaft of the penis or just remain behind the glans?

I can now just about retract my foreskin when erect but it doesn't slide up and down the shaft, it just stays behind the glans. I'm not sure my frenelum is long/versatile enough for it to stretch to that extent.
