It's not a matter of whether they are available OTC (they are in almost all places), but one's confidence about what they are doing.
If a concept "clicks" when you read about it, then one can proceed to a solution by oneself, but if one is not confident, then a "second opinion" (from a doctor) is obviously very reassuring. But when the doctor doesn't make sense, one has to be very cautious and must be extremely well informed.
Lacking both information and acumen, people can be given the right advice, and then shop around until they find the wrong advice to suit them, as we know only too well.
