It's interesting how a foreskin could start to become tighter, and from what I read, it could be a result of some sort of an infection. It should have been solved with normal infection treatment rather than the removal of the problem, so I'd like to count this as the first mistake of the doctors on you. Then, as I gather, they have taken an amount of skin out of you, which after some years started to become problematic as you NOW don't have enough skin to accomodate an erection. Circumcision removes skin --- it can be a result that they had removed too much.
Now, I don't think surgical meddling would help anymore. You have however the possibility to try and lengthen your skin with already existing restoration methods. You don't need to actually restore coverage if you don't want to, though I would actually advise so. But it's a good idea to have more mobility of the skin and more skin to accomodate your erections if you don't have, not?
Easily damaged skin makes me wonder if that infection is still there / has turned up again. I'd advise you to check with a dermatologist, they have at least some idea about skin problems.Good luck,
