The area under your foreskin is inhabitated by bacteria whose job it is to keep your urinary tract free from infection. They are commonly called friendly bacteria, and you actually have such creatures all over your body and even internally. When you wash with soap, you wash away many of these critters, allowing the bad guys to take up residence. They are the ones which stink. Washing with water removes only the skin cells which are naturally shed in the constant process of rejuevenation. If you were to stop washing altogether, those cells would become smegma, that white stuff which can also become stinky after a few days. You've stumbled across a great lesson that will keep your genitals healthy.
