The secretions under your foreskin are not to be confused with the discharge that you have when aroused. While I believe you would not suffer harm by not cleaning up after sex, you might not smell very good! Same goes for urine, but why are you getting so wet that you need to mop up? Don't a couple of shakes do it for you?
Could you tell us where you read about infectious phimosis?
Please do elaborate on your personal situation. Helpful information would include how long this condition has existed and what you have done to reverse it.
