Oh well, you're quite right about that healing something is quite worse with diabetes, especially uncontrolled. Same goes for fungal infections. Just wondering, can't the skin-dropping area be infected with some sort of fungus? In that case, Canesten cream can be helpful.
As to experiences, I have torn my fraenum when I was 12 or thereabouts (I'll have to recalculate my age on that, I tend to forget what year it was, I just remember we had swimming classes those years). I was masturbating and ashot with a tightly pulled-back foreskin, something I shouldn't have. As I shot, it filled with even more blood than while masturbating, and that tension snapped the string of skin. Well anyhow, it bled quite! Unlucky(?) for me, next day being Friday, we had swimming class in a quite over-chlorified pool, so it burnt somewhat; but not more than pee did. I had to urinate with the skin retracted until it healed, and it was tender to be pulled hard at for more than a year! It never tore again.
