I can't imagine that after you had the reaction the first time that you allowed the second and third to occur. Why and how? Are you talking about a toilet bowl or a bathroom sink? Was this at home?
Acid would probably cause such a reaction, but you would have had to encounter the surfaces right after cleaning on each of three separate occasions. That would mean that the solution would have been applied just before your use, and that it was quite potent. Ordinarily, acid would have been rinsed off right after use in order to prevent etching of the porcelain surfaces. Seems quite coincidental for possibilities. In the case of either acid or ammonia, you would have known from the smell. Same would go for bleach.
Diabetes looks like the culprit here. Get it under control pronto. Most likely you've had this a lot longer than you think.
The out of control sugar problem is causing yeast to flourish, and too much yeast can cause the skin to react as you have described. Follow Dr Paul's advice and start using those products immediately. Also get your nutrition under control.
