Whoops there Jim! Got that one wrong, but I know why you said it.
Normal - as in healthy - people are turned on by foreskins, in exactly the same way as they are turned on by penes, clitorides, breasts, lips, bottoms - the whole box and dice. They are turned on by (the thought of) using their own body parts an a sexual manner, and using their partner's body parts in the same sexual manner - because that is what those body parts are for. That is normal, not fetish.
Now, just to be dead clear. Those who are turned on by mutilating - cutting off, cutting pieces out of, making holes in, burning, injecting things into - body parts, and most certainly where this is a major element of heir sexual excitement - are not normal and it is clearly an indication of some major spiritual-psychological disturbance.
It's a pretty simple concept for most people to grasp.
