Sounds unusual.
Firstly, there should be a string of skin attached to the bottom of the urinary opening, it's called the "fraenulum". It is hard not to notice.
I doubt that you could have a skin bridge, seeing from your description that you're not circumcised. In any case, you could go and ask a doctor to be sure it's just your fraenulum --- but I heavily doubt it'd be anything else.
