Is your foreskin retractable? The frenulum is a "piece" of skin that attaches to the penile shaft directly below your meatus and which continues around the preputial opening to act as a sort of "spring" or "noose" to pull the foreskin back over the glans penis after retraction.

A skin bridge is a frequent result of circumcision.
