You are saying pictures 3 and 15 look familiar? Well, 3 illustrates the stretching process and doesn't show any adhesion of the foreskin to the glans, 15 shows the foreskin retracted to a point at which it is not yet over the head (though of course, the guy pictured can actually do so). Obviously, in your case, you may not be able to stretch it past there yet, but that is just the process.
In that series, picture 11 best shows the fraenulum, the normal attachment of the foreskin to the underneath of the penis, just below the meatus (pee hole).
Look, do the balloon trick and find out whether the attachment is only the fraenulum - in which case you just need to keep stretching anyway, or whether there are other attachments of the foreskin to the glans - where it fails to "balloon". If the latter, you keep stretching carefully, but need to realise that the adhesions will pull loose, but may be a little tender each time they do!
