Well, first, I think you mean the glans won't come out. Obviously the penis is out if you can see the foreskin, as the penis consists of the glans, foreskin and shaft - all of which are integral parts of proper and satisfying function.

I think the word you mean rathe than normal is either soft or flaccid - erect is just as normal a state as soft, though not as common, at least after the teen years.

Surgery is throwing the baby out with the bathwater. You need to stretch it, like opening a gunny sack, only it needs to be held in tension for substantial periods of time: tens of seconds to severla minutes. There are many posts here that will give you more detailed information. This is not a medicla problem - it's just a matter of sxercising your foreskin until it will function properly. You will probably get a reply from someone saying that stretching does not work for everyone. With persistence it will work for you, and that's what counts. But don't be impatient.
