Your picture makes it look as if the separation of the inner foreskin and the glans is not yet complete. This normally finishes between the ages of about four and the early teen years. Have you tried peeling off the tissue with your fingers? If you can grasp it, try gently pulling it to see if you can get it to come apart. I'd recommend doing this repeatedly before resorting to getting anything cut.
