If/when you get used to rubbing, you have already lost some responsiveness to stimulation, thus lost some sensitivity.
Now, about restoration. You can't get back the never that had been cut, don't even dream about it. You won't get your phimosis back --- but I guess you don't want to, either, heh! However, what you can get back is the protection from abrasion and the moisture.
