Indeed they can, but since they are very uncommon, what is the point? Obviously, you can say quite correctly that any condition may have complications requiring urgent treatment, but so what?
Tonsillitis may, but we no longer remove tonsils "just in case" as was done - particularly in America - fifty and more years ago (and with significant mortality) - because we can treat it.

This fellow gives a perfectly reasoned reply to the "question". He says for example that "Since paraphimosis may happen repeatedly most men opt to have a circumcision so that they don't find themselves in such a painful situation again". However, treatment by stretching (and steroid application) will also provide this protection, so it really depends on how competent the attending doctor is regarding the whole range of options. This fellow (the eponymous "Dr Rob Hicks") is obviously either not up-to-date regarding alternative acute management for paraphimosis either, or has deliberately "dumbed down" his answer for his audience.
